Carol Anne Zimmermann, Ph.D., is a Visiting Assistant Professor. She received her Ph.D. from Michigan State University in 2006. Her research interests are juvenile justice, risk analysis, and public policies and organizations. Previously, she received her Masters in Public Policy from Ohio State University, and a her BA from University of Michigan. From 1991 to 2002 served as the Assistant Cabinet Director for the Ohio Department of Youth Services. In 2006, Zimmermann was awarded an Excellence in Teaching Citation at MSU.

• administer and oversee the department’s operations, including ten institutions, seven parole regions, approximately 2,500 employees, 2,000 institutionalize youth and 2,200 parole youth,
• directly supervise Deputy Directors of the Divisions of Institutions, Parole, Program Services, Finance and Planning, Legal, Human Resources, and Quality,
• create and continually improve the market-driven fiscal strategy of the Department (RECLAIM Ohio),
• develop and oversee the $250 million annual budget,
• initiate and advocate for legislative change (including oversight of the Office of Communications and Legislation),
• frame the vision for the agency and facilitate the development of policy, long- and short-term goals and measurable objectives,
• manage crises, lead critical incident command, and review use of force,
• act as the Department’s representative on various task forces, commissions, and committees,
• act in place of the director in his absence.
