Phil Schertzing has served at Michigan State University since July 2002 with a dual appointment as director of the Global Community Security Institute and as an academic specialist/instructor in the School of Criminal Justice. Responsible for coordinating a variety of multidisciplinary emergency management and homeland security-related outreach, training and education programs and activities at MSU, he also teaches Introduction to Criminal Justice as well as Foundations of Homeland Security, which is a core course in MSU’s new, online Certificate in Homeland Security Studies program. He served several months as project manager for the federally funded Critical Incident Protocol Community Facilitation Program, administered by the School of Criminal Justice to help communities nationwide to develop public-private sector partnerships for emergency preparedness. He also serves as adjunct faculty for the Academic Center for Public Health Preparedness at the University of Michigan in Ann Arbor.
Following a twenty-five-year career with the Michigan State Police (MSP), Phil retired in June 2002 with the rank of inspector as the assistant commanding officer of the Emergency Management Division. In that role, he also served as assistant deputy state director of emergency management and homeland security, and was appointed by the Governor as deputy state coordinating officer and Governor’s authorized representative for nearly a dozen presidential and gubernatorial disaster declarations. He was also active on the Michigan Homeland Security Task Force, the State Food Emergency Committee, and the Michigan Urban Search and Rescue (MUSAR) organization.
His prior MSP career included field assignments at posts in Flat Rock, Lansing, Gaylord and Ithaca, and a staff assignment at the Training Division. Recognized as the “unofficial” departmental historian, Phil was awarded a Director’s Commendation, two Professional Excellence Citations and a Governor John B. Swainson Award for outstanding government service for his work in publishing a book, two articles and a documentary videotape that help preserve the proud historical heritage of the Michigan State Police. He is currently conducting research for a new, college-level textbook on Foundations of Homeland Security, and also for a book tracing the historical evolution of civil defense, emergency management and homeland security in Michigan and the U.S. from World War I to the War in Iraq.
His academic achievements include a B.A. degree and Master of Management degree from Aquinas College in Grand Rapids, Michigan, and a Ph.D. in American History from Michigan State University. Phil is also a graduate of the Law Enforcement Executive Leadership Institute at Central Michigan University in Mt. Pleasant and the 191st session of the FBI National Academy in Quantico, Virginia. He has completed the Professional Development Series of on-line emergency management courses offered by the Federal Emergency Management Agency Emergency Management Institute (FEMA-EMI), and he is currently completing the application and testing process for recognition by the International Association of Emergency Managers as a Certified Emergency Manager (CEM®).

the International Association of Emergency Managers (IAEM); the Michigan Emergency
Management Association (MEMA); the state and national chapters of the FBI National
Academy Associates (FBINAA); and the Institute for Strategic Public and Private
Security Standards (ISPPSS). He is also a member of the Michigan Oral History
Association (MOHA), and an associate retired member of both the Michigan State
Police Troopers Association (MSPTA) and the Michigan State Police Command Officers
Association (MSP-COA).
