• Looking at the issue of regionalization, consolidation and shared services from a National perspective
• Examination of a variety of service models from agencies currently utilizing these models including:
  • Metro model
  • County model
  • Public safety model
  • Contracting model
  • Regional model
  • Shared services model
• Problem solving in a cooperative spirit
• Identifying organizational change issues relating to the sharing of publlic safety services related to consolidation, regionalization and shared services
• Building relationships into partnerships
• Understanding advantages and opportunities
• Recognizing disadvantages and inherent barriers with regionalization, consolidation and shared service models
• Using an "interest based" approach in problem solving issues
